BSB41419 is nationally recognised training under the Australian Qualifications Framework, delivered by FMS Training, RTO 45189, within its scope of registration.
Course overview
BSB41419 Certificate IV in Work Health and Safety is the nationally recognised qualification for people who hold, or intend to hold, responsibility for safety in Australian workplaces. It is the recognised prerequisite for a Queensland Workplace Health and Safety Officer licence, and the standard entry qualification for safety officer, coordinator and advisor roles in every state.
Who it is for. Current and aspiring WHS officers and coordinators, health and safety representatives, safety advisors and consultants, team leaders and supervisors with safety duties, and HR or operations managers responsible for safety compliance — and anyone changing careers into safety.
What you will learn
Units of competency
Ten units — five core, five elective — each assessed by practical, workplace-style tasks rather than exams. All ten must be completed to attain the qualification.
Core units
BSBWHS412Assist with workplace compliance with WHS laws
Identify the WHS laws, regulations and codes that apply to a workplace, help the organisation meet its legal duties, and keep the records that demonstrate compliance.
BSBWHS413Contribute to implementation and maintenance of WHS consultation and participation processes
Set up and run the processes that let workers be consulted on safety matters — as the law requires — and keep them working.
BSBWHS414Contribute to WHS risk management
Identify hazards, assess the risks they present, implement controls in line with the hierarchy of control, and review whether they work.
BSBWHS415Contribute to implementing WHS management systems
Help implement and maintain the policies, procedures and records that make up a workplace safety management system.
BSBWHS416Contribute to workplace incident response
Respond when incidents occur, support investigations, meet notification obligations and contribute to preventing recurrence.
Elective units
BSBWHS418Assist with managing WHS compliance of contractors
Manage the safety compliance of contractors — inductions, documentation, monitoring and follow-up.
BSBINS401Analyse and present research information
Research a workplace safety question, such as injury data or a hazard, work out what the findings mean, and present them to the people who need them.
BSBWRT411Write complex documents
Plan, write, check and finalise complex workplace documents, such as a safe work procedure, a safety report to management or a policy.
BSBLDR411Demonstrate leadership in the workplace
Lead and influence a team, communicate standards and model the behaviour that safety culture depends on.
PUARCV001Provide psychological first aid
Recognise a colleague in psychological distress, provide immediate support and connect them with professional help. The only Certificate IV in WHS in Australia to include this unit; it appears on your record of results.
Psychosocial safety is now a legal duty in every Australian jurisdiction.
Every state and territory requires employers to identify and manage psychosocial hazards — workplace stress, bullying, aggression and exposure to traumatic events — with the same rigour applied to physical risk, and regulators are actively enforcing that duty. Employers increasingly require safety personnel who can respond to psychological harm with the same competence as physical injury. This qualification prepares you to do so, with the unit recorded on your record of results.

What distinguishes this qualification
Every Certificate IV in WHS shares the same five core units, and from the outside one provider can look much like another. We understand the difficulty. The differences are in the electives you graduate with, who delivers them, and how. FMS Training is a safety-focused registered training organisation: safety qualifications and licences are our specialty, not one catalogue entry among hundreds.

What you need to know
Entry requirements
There are no formal entry requirements for BSB41419. To study comfortably we recommend that you can read and write in English and use numbers to about Year 10 level, have access to a computer or tablet with reliable internet, and have basic computing skills, including uploading documents. Assessment tasks ask you to apply the material to a workplace, real or scenario-based. FMS Training is not CRICOS registered; holders of Australian visas should confirm their study rights before enrolling.
Duration and pace
Self-paced, with up to 18 months of access and no fixed intake dates or scheduled classes. If you are new to work health and safety, plan on about 600 hours of study and assessment: about 12 months at around 12 hours a week. If you already work in a safety role, plan on about 335 hours: about 3 to 6 months, depending on your hours each week. Recognition of prior learning, or credit for units you already hold, can shorten this.
Assessment
Competency-based: written responses, workplace projects, case studies and practical tasks assessed by qualified assessors. There are no exams. Resubmission, where required, attracts no additional fee.
Recognition of Prior Learning and credit transfer
Relevant experience and units completed elsewhere may be credited, reducing what you study and what you pay. Use the free RPL eligibility assessment on this page for an indicative result; a course advisor confirms it before you enrol, at no cost and with no obligation. RPL is available from $1,395.
Payment methods
Credit and debit card, Afterpay and Zip at checkout; organisations may be invoiced on a purchase order. With Afterpay Pay in 4, the $1,500 enrolment payment becomes four fortnightly payments of $375, interest free, subject to Afterpay approval; the $495 balance follows on the terms below. $1,995 in total: $1,500 on enrolment, then $495 on completion of your first unit or at 90 days. Late fees, eligibility criteria and T&Cs apply. Afterpay Australia Pty Ltd Australian Credit Licence 527911.
Studying from outside Australia
You can enrol in and complete this qualification from any country; you do not need to be in Australia at any point. The course teaches Australian work health and safety law, which is what makes it valuable to employers working to Australian rules. Recognition in other countries is a matter for your employer or regulator there.
Frequently asked questions
Is a Certificate IV in WHS worth it?
For anyone who holds or wants safety responsibility, it is the standard entry qualification employers look for, the recognised prerequisite for a Queensland WHSO licence, and the base for the Diploma of WHS. Advertised salaries for the roles it leads to are shown above. Whether it is worth it for you depends on your goals; a course advisor will give you a straight answer.
How long does it take to complete?
It depends on your experience. If you are new to work health and safety, plan on about 600 hours of study and assessment, which is about 12 months at around 12 hours a week. If you already work in a safety role, plan on about 335 hours, about 3 to 6 months, depending on your hours each week. The course is self-paced, recognition of prior learning can shorten it, and everyone has up to 18 months of access.
How much does it cost?
Launch tuition is $1,995: $1,500 on enrolment and $495 on completion of your first unit, or at 90 days, whichever is earlier. Afterpay Pay in 4 is available at checkout: the $1,500 enrolment payment becomes four fortnightly payments of $375, interest free, subject to Afterpay approval. From 1 December 2026, standard tuition is $2,900. Recognition of Prior Learning is available from $1,395. Late fees, eligibility criteria and T&Cs apply. Afterpay Australia Pty Ltd Australian Credit Licence 527911.
Can it be done entirely online?

Is the qualification nationally recognised?
Yes. BSB41419 Certificate IV in Work Health and Safety is recognised throughout Australia under the Australian Qualifications Framework. FMS Training is a registered training organisation, RTO 45189, and this qualification is within its scope of registration.
I already work in safety. Can I get credit for experience?
Yes. Recognition of Prior Learning maps your experience and any related units against the qualification, so that you study only what is outstanding. It is available from $1,395, with an outcome within 14 days of your complete evidence portfolio, or within 7 days with $350 priority assessment. Start with the free RPL eligibility assessment on this page for an indicative result now; a course advisor confirms it within one business day, at no cost and with no obligation. Once you are ready, payment of the assessment fee opens your online portfolio, where you complete the application, upload evidence for each unit and send the referee report link. You can read how it works, step by step, on our Recognition of Prior Learning page.
Does this qualification lead to the Queensland WHSO licence?
BSB41419 is the recognised prerequisite qualification for applying for a Workplace Health and Safety Officer licence through Workplace Health and Safety Queensland. Licence applications are made to the regulator and are subject to its requirements.
Can I progress to higher qualifications afterwards?
Yes. The Certificate IV is the standard pathway into the BSB51319 Diploma of Work Health and Safety, and into more senior roles including advisor and manager positions.
What if I change my mind, or need more time?
Full refund if you withdraw before your course access is issued. Once access is issued, refunds aren't available for change of mind. Once enrolled, reassessment carries no additional fee, and you have up to 18 months of access to finish. The $495 balance is not due until after your first unit.
When do I receive my certificate?
Your certificate and record of results are issued within 48 hours of your final assessment being marked successful. Both are nationally recognised documents.
Is Psychological First Aid only for emergency services?
No. The unit has no entry requirements and no industry restriction. Serious incidents, workplace violence and distressing events occur in every industry, and Australia’s psychosocial hazard laws make responding to them every employer’s responsibility. Every workplace needs several people who can step in when a colleague is in distress, not one designated person.
Is training on its own enough to manage psychosocial risk?
No. Under Australia’s psychosocial codes of practice, training supports a broader strategy: good work design, consultation and proper controls come first. Education is what turns a policy on paper into people who notice, respond and speak up, and training several people rather than one is how psychological safety becomes part of how a workplace runs.
What career opportunities does this qualification open?
Work health and safety roles exist in virtually every Australian industry, from construction, mining and logistics to healthcare, manufacturing and corporate services: safety officer, coordinator, advisor, compliance and risk roles, with pathways into management and consulting. Regulatory requirements under the Work Health and Safety Act continue to grow, and safety expertise remains human-led. Completing a qualification does not guarantee employment.
Where can I read the student handbook?
The FMS Training Student Handbook sets out enrolment terms, support, complaints and appeals, and the refund policy.
Can my employer pay?
Yes. We invoice organisations directly, enrol groups, and provide progress visibility on request. Request a corporate enrolment through the brochure form and a course advisor will be in touch.
