Forklift Licence Brisbane — What You Need to Know
A forklift licence in Brisbane (and across Queensland) is a High Risk Work Licence (HRWL) issued by Workplace Health and Safety Queensland (WHSQ). To legally operate a forklift in any Australian workplace, you need an LF-class HRWL — and that’s exactly what the TLILIC0003 unit of competency provides.

High Risk Work Licence Information
On successful completion of this course, candidates must lodge their licence application directly to Workplace Health and Safety QLD. Forklift candidates will be issued with a Candidate Assessment Summary (CAS) to be able to lodge online, and forklift licence will be mailed out to them. Candidates will only have 60 days to lodge the application online. After this period the Candidate Assessment Summary (CAS) will be deemed invalid and you will need to pay for another reassessment. So it is VERY IMPORTANT that they do this straight away.

No. A refresher does not renew or reinstate a licence. Refresher and verification of competency training is only for operators who already hold a current, valid forklift licence and want to update their skills or prove competency for an employer or site. If your licence expired less than 12 months ago, Workplace Health and Safety Queensland handles the renewal. If it expired more than 12 months ago, you complete the full TLILIC0003 forklift licence course with us.

Once you are assessed as competent, FMS Training issues your Statement of Attainment and Notice of Assessment. You then apply for your High Risk Work Licence online through Workplace Health and Safety Queensland within 60 days, using photo ID and your assessment summary. The application fee is $113.41, set by and paid directly to Workplace Health and Safety Queensland (fee current for 2026-27). You must lodge the application yourself; it is no longer processed at Australia Post.

That fee covers your full training day and your separate assessment day with a Registered Training Organisation (RTO 45189) that is female-owned, has been training operators for 35+ years and is rated 4.9 stars on Google. Workplace Health and Safety Queensland charges a separate licence application fee of $113.41, paid directly to them once you are assessed as competent. Forklift licence renewals are handled directly by Workplace Health and Safety Queensland, not through a course. You can renew from three months before your licence expires up to 12 months after the expiry date. If your licence has been expired for more than 12 months you'll need to complete the nationally recognised TLILIC0003 forklift course again, which we run at our Lawnton site near Brisbane. If you just need to prove current skills for an employer, we also offer refresher and verification of competency (VOC) training.
You need a High Risk Work Licence with the LF endorsement (LO for an order picker) — you do not need a car driver's licence to operate a forklift on a worksite. You must be 18 or over and complete training and assessment with a Registered Training Organisation. FMS Training is RTO 45189 and delivers the nationally recognised TLILIC0003; the licence is valid for 5 years Australia-wide. A car licence is only required if you drive a registered forklift on a public road.
Your $480 weekday or $550 weekend course fee covers a full day of hands-on training in a small class, all course resources, and your licence assessment day, with the assessment day locked in when you book, typically in the same week. The one separate cost is the Workplace Health and Safety Queensland licence application fee of $113.41, which you pay directly to them after you are assessed as competent.
Most FMS students complete their training and licence assessment within the same week, because your assessment day is scheduled upfront when you book, not weeks later as a separate booking. Courses run weekly at our Lawnton training location in Brisbane, with weekday and Saturday options. After a successful assessment, you apply to WorkSafe Queensland for your High Risk Work licence.

No - you do not need a car licence at all. You may have never driven before, or your licence may be expired, suspended or cancelled; it makes no difference. Car licences are issued by the Queensland Department of Transport and Main Roads, while forklift licences are issued by Workplace Health and Safety Queensland - two completely separate authorities. As long as you can provide the required identification, you are good to go.
