What’s the difference between CoR awareness training and TLIF0009?
The two cover similar ground — your duties under the Heavy Vehicle National Law (HVNL) — but they sit at different levels of formality and recognition.

When is a CoR Awareness course enough?
For most businesses, an awareness course is the right starting point. Choose awareness training when you want to:
- give everyone who influences a transport task a solid understanding of their CoR duties;
- brief executives and directors on the s26D due-diligence duty;
- create evidence of training quickly and at low cost; and
- refresh your team ahead of the 1 August 2026 HVNL reforms.
It’s self-paced, finishes with a Certificate of Completion, and can be rolled out across a whole team without taking people off the job for days.
When do you need TLIF0009 instead?
Choose the accredited TLIF0009 – Ensure the safety of transport activities (Chain of Responsibility) unit when:
- a client, tender or contract specifically asks for the accredited unit;
- an employer or role requires a Statement of Attainment; or
- you want a formally assessed, nationally recognised qualification on record.
Because TLIF0009 results in an AQF-recognised Statement of Attainment, it must be delivered and assessed by an RTO.
An important compliance note
A Certificate of Completion (from awareness training) and a Statement of Attainment (from an accredited unit) are not the same thing. Only nationally accredited training delivered by an RTO can issue a Statement of Attainment. Be wary of any awareness course that claims to give you a “nationally recognised Statement of Attainment” — that’s a red flag.
Can you do both?
Yes, and many businesses do: awareness training across the whole team for broad coverage and evidence, plus TLIF0009 for the specific roles that need the accredited qualification. The two are complementary, not either/or.
