Operating a forklift at work in Queensland is high-risk work — you legally need a licence before you operate one, even briefly, even in your own warehouse. Here is exactly how to get one, from booking a course to holding the card.
Step 1 — Check you’re eligible
You must be 18 years or older to hold a high-risk work (HRW) licence. You also need enough English to work and be assessed safely, because the assessment includes written questions. No prior forklift experience is required — the course teaches you from the ground up. If reading and writing is a concern, talk to your training provider before you book; support is available.
Step 2 — Book the forklift course (TLILIC0003) with an RTO
Forklift training can only be delivered by a Registered Training Organisation approved to deliver the unit TLILIC0003. Every RTO in Australia delivers this same nationally set unit, so the standard is identical wherever you train — what differs is the quality of instruction, the yard, and how quickly you can get booked in.

Step 3 — Complete the training and pass the national assessment
You cannot get a forklift licence from an online-only course. The unit must be assessed against the National Assessment Instrument — the standardised assessment set by the work health and safety regulator — in real workplace conditions (simulators are not permitted). The assessment has three parts:
- Knowledge — written questions on safe operation and the rules
- Calculations — load capacity and stability questions
- Practical — operating the forklift through set tasks while an accredited assessor observes
Pass all three and your assessor issues your paperwork on the day.
Step 4 — Get your assessment paperwork
When you pass, you receive a Statement of Attainment and a completed assessment summary from your assessor. This paperwork is what lets you take the next step — and it’s also what lets you legally operate a forklift while your licence application is being processed (more on that below).
Step 5 — Apply to WorkSafe Queensland within 60 days
Passing the course does not automatically give you the licence — you must apply for it. Here’s the part most people miss:
- Apply within 60 days of your practical assessment, online through the WorkSafe Queensland high-risk work licence portal, or in person at any Australia Post outlet that processes them.
- Provide photo identification — WorkSafe requires evidence of your identity.
- Pay the application fee — currently $109.71 per licence class (set by the Queensland Government and re-indexed each 1 July).
Miss the 60-day window and you may have to be re-assessed — so lodge the application straight away.
Step 6 — Work while you wait, then get your card
Once you’ve lodged your application, you can lawfully operate a forklift using your assessment summary plus proof of your lodged application — for up to 60 days from assessment or until WorkSafe decides your application. Your physical licence card then arrives in the mail. It’s valid for 5 years and recognised in every Australian state and territory.
How long does the whole process take?
The training and assessment itself is one day at FMS Training. The WorkSafe application is lodged straight after, and you can work in the meantime — so in practice you can be operating a forklift legally the same week you train, with the physical card following by post.
A quick note on licence classes (LF vs LO)
The standard forklift licence is class LF, which covers a normal counterbalance forklift. If you’ll be operating an order-picking forklift (a “stock picker”, where the operator’s platform rises with the load), that’s a separate class — LO — with its own unit, TLILIC0004.
